Meaning

◉ as soon as~
◉ Used as a written language, but not in conversation.
◉ An expression that describes what happened in the past.
◉ A “will verb” is added after 「〜が早いか」, And it becomes unnatural if you use a natural phenomenon or the occurrence of a state.

Ex:
X北海道ほっかいどうくがはやいか、ゆきした。
→(X)As soon as I arrived in Hokkaido, it started to snow
